New Delhi: Fresh controversies emerged around CBSE’s newly implemented OSM system after a class 12 student alleged several discrepancies in the tender process that was awarded to Hyderabad based COEMT EduTech.
In his blog, Sarthak Siddhant, a class 12 student mentioned findings in which he compared multiple CBSE tender documents available to access by the public on government procurement portals. He claimed to have found multiple changes in the request for proposal documents issued between May and August 2025. He alleged that some modifications were made in the benefit of COEMT Edutech, the company eventually selected for deploying its service.
In his blog, Sarthak mentioned to have identified discrepancies in the process where the Tech firm failed to clear the first two rounds before it was awarded the contract in the third round. According to a media report, “There were many discrepancies. I compared both tenders and found at least 15 issues, as detailed in my blog. I would like to highlight three or four of them, he said” .
Revealing further details, the CBSE according to Sarthak had issued three separate tenders for the OSM project. He claimed the first was removed from the Government e-Marketplace (GeM) portal, while all bidders in the second tender failed the technical evaluation stage. The third tender was subsequently awarded to an education technology firm.
Among those issues highlighted was removal of a clause on ‘poor performance’, under which the service provider would be disqualified. In the new proposal those clauses were completely removed he stressed. He also alleged that amendments to provisions concerning blacklisting, financial qualification thresholds, Capability Maturity Model Integration (CMMI) requirements and project experience criteria appeared to favour one provider over large industry competitors.
Expressing hopes his findings would be recognized- he said, “I was working with Nisarg Adhikari, who informed me about Coempt. That sparked my interest and led me to investigate further. I also collaborated with journalists, making it a collective effort. I discovered some information independently and published everything in my blog.” ” I am hopeful that CBSE will answer the questions I have raised. I hope the board ensures greater transparency in the tendering process. I also hope he Government of India strengthens transparency across procurement websites, making data easier to access and download. More journalists and media organizations should report on these issues, he added.
Meanwhile, CBSE has announced to open the re-evaluation portal from June 1st. to ensure a transparent and glitch-free process for verification and re-evaluation of answer books. In a social media post on X, the board stated that “to ensure the highest standards and protocols of evaluation,” the post-result activities’ portal will be fully operational from June 1 onwards.
