Indore: While discussions regarding electoral-roll revisions and whether the Special Intensive Revision (SIR) is necessary have been under way, a case from Madhya Pradesh has caught the eyeballs of the media for an additional reason.

Similarly, the RTI application related to over 1.36 lakh deleted voters from over Indore district between 5th January and 15th October 2022, got the same reply from the election office of the constituent. The offices reported that there were no digital records that had been kept of the Garud application or ERO Net.

The case has now moved to the Madhya Pradesh High Court and it has ordered the State Information Commission to determine the pending appeal by the RTI applicant.

RTI’s Called for Records of Voter Deletions

Former Indore councillor Dilip Kaushal had requested tracing of details regarding entries on Garud and ERO Net as well as information on the decisions made by Electoral Registration Officers.

His May 23, 2025 application also requested copies of contract agreements, work orders, backups, and other related correspondence with the digital systems utilized in the electoral-roll process.

On May 27, the district office of elections passed on the application to the office of the constituency-level officers in charge of the district. Responses were then made in June, and authorities said that they had not kept the requested digital records.

The information requested was about deletions during 2022, prior to the current SIR exercise.

Madhya Pradesh High Court Directs Appeal Decision

Kaushal then went about the issue through an appeal filed under the RTI act. His second appeal to the State Information Commission had been pending since Jan. 30, 2026.

In the order, Justice Sandeep N Bhatt of the Madhya Pradesh High Court, directed the SIC of the state to consider and adjudicate the appeal on its merit and in accordance with law.

The court invited the commission to make a decision as soon as possible, ideally within 45 days of receipt of a certified copy of this order, and inform Kaushal of its decision.
