In Chhattisgarh, reports of the misuse of funds from the District Mineral Foundation (DMF) have emerged after a project to build infrastructure for schools was either partially or totally finished-up while appearing as complete in the records.
A project worth of Rs 13.86 lakh was sanctioned in 2025 for the construction of the bicycle stand shed and with the installation of concrete at Borgaon High School. The executing agency was the Gram Panchayat, but representatives of the local community said they believed it was done by a private contractor.
The complaint alleges that although the construction is recorded as finished on June 12, 2026, and the project board indicates the work is finished, the work is still not complete.
The village sarpanch claimed the contractor refused to accept complaints about the construction work quality, and withdrew the money when credited to the accounts of the village panchayat. She said that the shoddy and incomplete work may ultimately “hold the panchayat responsible”.
Such complaints have come from other panchayats as well alleging that contractors have taken over the DMF projects and failed to work properly.
Once the documents/evidence are presented, it is expected that the Janpad CEO D.D. Mandle would investigate the situation and thoroughly examine the work quality prior to further action, he stated.
