NEW DELHI — A Public Interest Litigation (PIL) was filed in the Supreme Court on Sunday, May 24, 2026, seeking a Central Bureau of Investigation (CBI) probe into the activities of the “Cockroach Janta Party” (CJP), a rapidly emerging digital-political formation.
Additionally, this petition takes into account the increasing trend of exploiting, trademarking, and monetizing the digital distribution of oral comments made during constitutional court hearings. This petition has been filed against the Union Government, Ministry of Electronics and Information Technology (MeitY), Bar Council of India (BCI), and CBI as respondents by Supreme Court advocate Raja Choudhary through advocate Rajesh Singh Chouhan.
The Rise of the Satirical Movement
It all started on May 15, when the Supreme Court heard a petition to recognize senior advocates. In this hearing, the Chief Justice of India, Surya Kant, made some oral comments expressing his concern about ‘fake degree holders’ joining the legal profession. These comments were later edited out of context and circulated on social media platforms. While the following day, Justice Kant issued a statement clarifying that he was wrongly quoted and had nothing but respect for the youth of the country, this incident became the reason behind the rise of the ‘Cockroach Janta Party’.
“Oral observations made during dynamic judicial proceedings do not constitute final adjudication and cannot constitutionally be appropriated for commercial exploitation, political branding, meme merchandising, or monetized digital circulation,” the petition states.
The PIL contends that transforming solemn courtroom dialogues into “viral public spectacles” and “meme merchandise” risks eroding public confidence and institutional trust in the judiciary. Furthermore, the petition urges the CBI to look into the broader issue flagged during the original court hearing: the proliferation of fake law degrees and individuals practicing law with fraudulent credentials. The matter is currently awaiting a formal listing date before the top court.
