Senior General Min Aung Hlaing, the Myanmar military ruler, departed Monday for Russia for an official visit, which underscores ties with a key ally of the Southeast Asian nation. Myanmar remains isolated from the West for its 2021 military coup that removed a democratically elected government and the persecution of dissenters that followed.
State media reports say that Min Aung Hlaing and his delegation consisting of military officers and senior members of the ruling military council will meet with Russian President Vladimir Putin and other high-ranking officials. The agenda of the discussions includes bilateral affairs, economic ties, and security, with emphasis on expanding the strategic partnership between the two nations.
Myanmar has few supporters on the international stage, apart from Russia and China, which provide arms and diplomatic backing. Russian-made fighter jets helped to tear down ethnic minority groups loyal to pro-democracy forces in the country’s military operations. Russia has consistently backed Myanmar’s military government in the world’s fora as well as remaining close to the military, in line with Moscow’s overall global foreign policy.
In contrast, the military leaders have been largely ostracized in Western countries which have imposed economic and political sanctions against Myanmar for their violent suppression of the opposition. Thousands of civilian deaths have resulted from the military’s actions, and this new interpretation of the war is being described as civil war.
Min Aung Hlaing has made four visits to Russia since the February 2021 military coup, the coup that led to the attacks on Htin Kyaw’s rally. The last reported meeting between the Russian president and his Ukrainian counterpart was on the sidelines of the Eastern Economic Forum in Vladivostok in September 2022. Myanmar has made a near alliance with Russia as the country continues to strain its ties with the West.
