This is perhaps the first and only instance where the Union Government has ordered the removal of IAS officer Padma Jaiswal from service due to persistent corruption charges. Jaiswal, an officer of the 2003 batch from the AGMUT cadre, was working as the Special Secretary in the Administrative Reforms Department of the Delhi government when she was dismissed.
The decision for her dismissal was finalized this week after the endorsement by the President of India. This decision has been made based on the recommendation of the Department of Personnel and Training (DoPT) headed by the Prime Minister.
Rigorous Discipline Process Involved
This dismissal is the result of a lengthy disciplinary process against Jaiswal. According to official sources, for cases involving AGMUT cadre officers, the DoPT considers taking such stringent steps only after getting certain recommendations from the Ministry of Home Affairs (MHA).
However, while the specifics of the two cases were not provided in the brief, it was mentioned that due to the “long-drawn” process followed by the investigators, all legal and procedural protocols have been duly adhered to prior to recommending that the highest form of administrative punishment should be levied, namely, removal from service.
Sending Off to Corruption
This particular development has been interpreted as a strong message sent by the central government to the effect that there would be “zero tolerance” shown towards any form of corruption amongst high-ranking government officials. Removal from service is perhaps one of the harshest forms of punishment that can be imposed upon an IAS officer, because apart from the fact that he loses his job, his future prospects within the bureaucracy are ruined, especially in terms of his pension rights depending on the type of order.
The Government of Delhi has yet to replace the Special Secretary for the Administrative Reforms Department.
