In an official notification on Thursday, the Election Commission of India (ECI) stated that Phase 3 of the Special Intensive Revision (SIR) of the electoral rolls would commence. The process is a vital one that will be conducted in 16 states and three union territories, where the emphasis would be on areas with dense population like Maharashtra and Delhi.
The most significant aspect of this process in Phase 3 is making sure that the voter list is accurate and comprehensive before the upcoming state elections and other local elections in India. This phase attempts to resolve any discrepancy between the estimated number of voters and the number of citizens registered as voters.
Key Targets and Digitization
The Commission has instructed CEOs to concentrate on the following objectives:
- De-duplication: Identification and deletion of duplicate entries or “ghost” voters through sophisticated algorithmic tests.
- Inclusion of Youth: “Camps” will be conducted at educational institutions to enroll citizens who have reached the age of 18.
- Rectification: Citizens will be able to update their addresses, rectify name spelling errors, and get their old images replaced in the electoral rolls through the Voters’ Service Portal or Voter Helpline App.
Focusing on Maharashtra and Delhi
While in Delhi, the emphasis will be on areas where there is more urban concentration of voters and voter “apathy,” which often causes a reduction in the number of registrants. Maharashtra’s significance lies in the state’s readiness for the forthcoming rounds of politics, requiring an essential “clean” list to conduct free and fair democracy.
