The Union Cabinet, headed by Prime Minister Narendra Modi, approved a tough law against paper leakage in examinations and to make the recruitment and entrance examination process in the country more transparent.
The bill, which is one of the strictest anti-cheating bills in the Indian system, proposes a prison term of up to 10 years and a fine of up to Rs 10 crore for anyone caught leaking question papers.
The decision has been made as a response to the widespread concerns about paper leaks in competitive entrance tests, such as the NEET-UG controversy, that led to a huge protest and demand for punitive action against those responsible.
The government sources said the proposed law aims to curb the big time exam paper leakage and corrupt examination system by imposing stringent punishment on individuals, institutions and criminal syndicates.
The law will also make it easier to investigate and prosecute criminals. The harsher punishments will ensure that the public’s faith and confidence in the country’s examination system is regained, and the interests of millions of students and job aspirants are safeguarded, authorities said.
The bill will now be introduced in Parliament for discussion and approval. Provided it is passed by both Houses of Parliament and receives the President’s assent, it will enter into force and apply to any offences relating to examination, as specified in its provisions.
The move is a big step towards tackling one of the most pressing issues plaguing the education system and recruitment racket in the country and the Centre has indicated that it will take a zero tolerance stance regarding examination malpractices and paper leak racket.
