The Congress and its INDIA bloc allies have received a no-objection certificate (NOC) from the Delhi Police for their upcoming rally at Ramlila Maidan on November 1 against alleged electoral irregularities. However, the permission comes with several conditions concerning crowd management, CCTV surveillance, speeches, transportation and the time by which the gathering must disperse.
The protest is expected to be one of the opposition alliance’s major demonstrations against alleged vote chori (vote theft). The INDIA bloc is demanding accountability over the Special Intensive Revision (SIR) of electoral rolls and the resignation of Chief Election Commissioner Gyanesh Kumar.
The Congress has set a target of gathering 10 lakh people for the event and is mobilising party workers and supporters from across the country.
According to the police, the Congress has been granted an NOC to book Ramlila Maidan from October 25 to November 3, subject to approval from the land-owning authority. The rally is scheduled to take place between 10 am and 5 pm on November 1.
The organisers have also been directed to install high-definition CCTV cameras at strategic locations, including entry and exit gates, the stage, the surrounding areas of Ramlila Maidan and seating enclosures. The surveillance arrangements must include recording facilities, monitoring systems with at least five screens and dedicated CCTV control rooms.
The police have instructed the organisers to ensure the availability of sufficient water tankers and toilet blocks, with separate facilities for women. Volunteers and event personnel must wear identifiable clothing and carry common badges to facilitate easy identification.
One of the explicit conditions is that the rally must conclude by 5 pm, after which the dispersal process must begin. The programme cannot be extended beyond the permitted hours under any circumstances. The organisers must also ensure that participants do not stay at Ramlila Maidan overnight, either before or after the rally.
All buses, cars, tempos and other vehicles must be parked at locations designated by the Delhi Police.
Meanwhile, the Congress general secretary held a meeting with office-bearers of the Delhi Congress at the All India Congress Committee (AICC) headquarters in Indira Bhawan, Delhi, to review preparations for the rally.
