The Gurugram Police has enforced all housing societies, land lords, and paying guests (pg) operators to submit the information of Jammu and Kashmir residents and also the foreigners residing in their premises. Authorities claimed that the order is a part of a massive security check-up exercise that began before the New Year and Republic Day festivities. This order, issued on November 12, is only two days after a car blast near the Red Fort in Delhi that killed at least ten people, which led to increased security in the entire National Capital Region (NCR).

Assistant Commissioner of Police (ACP) Vishnu Prasad verified that the approaching drive of verification is done under the supervision of the district administration. We are gathering simple information about clients, such as their length of stay and location of origin. This was just in case of security and it is a normal precautionary measure, he said.

The project is based on a directive by District Magistrate Ajay Kumar based on Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023. The order requires any hotels, guest houses, and PG accommodations, as well as any individual homeowners to keep current records of tenants and visitors together with photocopies of identity documents. This order would continue to be valid until January 31, 2026.

The move has however raised some concern among some residents. Sana Khan of Sector 56 warned that this type of instructions would contribute to unwarranted suspicion of some communities. Security is great, yet it must not result in profiling. It is a question of behaviour but not background, she said. Rohit Bansal, a resident of Sector 83, termed the move as reactionary, and claimed that this tends to inspire fear without any real increase in security.

In his defense of the move, DM Kumar explained that this is a broad security measure. It is not profiling, it is a precautionary measure to keep it safe in Gurugram, he said.
