Speaking on Thursday, President of Ukraine Volodymyr Zelensky said that he is ready to meet Russian President Vladimir Putin, but only after Ukraine gets real international security guarantees. Zelensky also stressed that Ukraine should soon have a framework of these guarantees within 7-10 days, which could then form the basis of any direct talks with Moscow.
Speaking to the media, Zelensky said that the proposed dialogue would not involve Russia or Ukraine alone. He also talked about a possible three-way summit between himself, US President Donald Trump, and a possible reincorporation of the USA, given that they all have a significant investment in the security and stability of Ukraine.
On the question of a possible venue of the high-stakes talks, Zelensky said Switzerland, Austria, and Turkey were agreeable locations. He commended the states of Switzerland and Austria as examples of neutrality and a customary place where international diplomacy could be settled; he further rewarded Turkey on its terms as a member of NATO and the European continent. We are not averse to Turkey, either, he continued, showing that Ukraine is open to a variety of mediators in negotiations.
These statements of Zelensky occur amid attempts by Ukraine to get greater international pledges aimed at protecting its national autonomy as the country faces the aggression of Russia. Such security assurances are interpreted as the prerequisite of any meaningful peace negotiation, intended to safeguard that the agreements would not be upset by a new burst of hostilities.
By contextualizing a possible summit with Putin in a wider concept of security assurances and involving a third party such as the United States, Zelensky is putting the diplomatic efforts of Ukraine on a global scale. His statements indicate not only caution, but also pragmatism, as Kyiv tries to combine dialogue with deterrence in pursuit of a lasting solution to the conflict.
