Andhra Pradesh has also ranked second overall on an 18 large and mid-sized state India Justice Report (IJR) 2025 ranking on justice delivery, with a population of more than one crore. The state has vastly improved in its ranking, which was positioned fifth in 2022, to be ranked first this year, specifically in Karnataka. Andhra Pradesh ranked fourth in the area of prisons and fifth in legal aid according to the report.

TDP national spokesperson Jyothsna Tirunagari welcomed the breakthrough and said, “We are very happy that our rank has increased by a dramatic margin. We are determined that we will be number one next time in ranking.”

The IJR measures justice delivery on four aspects defined as the major pillars of delivery, which include police, judiciary, prisons, and legal aid, on the basis of official government statistics. Each pillar has indicators, which are measured, including budgets, human resources, workforce, diversity, infrastructure, as well as observing proclaimed standards and benchmarks. Andhra Pradesh scored second place in the pillar of police, fifth in the judiciary, and fifth in legal aid.

The report states that Andhra Pradesh incurs the most expenditure of all states on inmates in India (inmates are kept at 2.6 lakhs per year, or 733 rupees per day, per inmate), and there is a prison population of 7,200. Interestingly, there is no overcrowding in prisons in both Andhra Pradesh and Telangana, and no facility is more than 250 per cent occupied.

Under legal aid, 80 percent of the respective budget is contributed by both states, and in the case of Andhra Pradesh, it has achieved 100 percent utilisation in the state funds in 20222, etc, and 89 percent utilization of National Legal Services Authority funds.

There are also gaps in representation, which emerge in the report. Since 2016, the shortfall of SC officers has surpassed 10 percent in Andhra Pradesh, and the shortage of ST constables has risen to 11 percent in 2022, as compared to 6 percent in 2019. Positively, the state leads in the ratio of women in the police force in the country (22%) and 55 percent representation of women in the district courts.

There is still a vacancy issue with the percentage of constables at 21 per cent and 10 per cent of officers.
