Delhi, India – The Delhi government, led by Rekha Gupta, has announced an extension of its current excise policy until March 31, 2026. This decision means the existing policy, which was set to expire on June 30, 2025, will now remain in effect for an additional nine months.

Under this extended policy, only government-run liquor shops will continue to operate across the city. The move ensures continuity in Delhi’s liquor sales framework for the foreseeable future. The BJP-led government in Delhi was considering new rules for the new excise policy, but now it has decided to extend the existing policy for the next nine months.

Wholesale licenses will be issued based on the terms of the existing policy and payment of proportionate license fees. The order also mentions that the terms of all annually renewable licenses will also remain applicable for the excise year 2025-26. Chief Minister Rekha Gupta has directed officials to prepare a draft proposal for the new excise policy by June 30.

Licensing for registered brands in the year 2025-26 can be done on the same terms and conditions as in the year 2024-25, including payment of requisite fees and submission of undertakings. This extended policy, also known as the old excise policy, came into effect in September 2022 after the then Aam Aadmi Party (AAP) government scrapped the 2021-22 liquor policy due to alleged scams and irregularities. The Delhi government is yet to introduce a new policy, due to which the old policy has been extended for various periods.

Officials said that the government plans to develop a new policy, which aims to ensure transparent supply of quality liquor as well as generate revenue. In this direction, a high-level committee headed by Chief Secretary Dharmendra Kumar is studying the policies of other states to draft a new policy. A notice issued by the Excise Commissioner also mentions that the terms and conditions for the license year 2025-26 will remain the same as the license year 2022-23.

The notice mentions that there will be no change in the price structure, label, source and warehouse etc. for existing licensed or registered brands active as on June 30. Apart from this, it is also stated that registered brands will be allowed registration for the year 2025-26 on the same terms and conditions as the licensing year 2024-25.
