Emergency measures under the Graded Response Action Plan (GRAP) IV to deal with air pollution will continue to be in force in Delhi, with the Supreme Court on Monday making it clear that it would not permit any relaxation without there being a “clear downward trend” in the Air Quality Index (AQI).

A bench of Justices A S Oka and A G Masih noted that the AQI levels had not stabilised and were still on the rise after an initial reduction.

Bhati said that GRAP IV is “very disruptive” and sought relaxation. Bhati also submitted the Commission’s recommendations for relaxing the emergency measures.

Under GRAP 4, entry of diesel-run medium and heavy vehicles registered in Delhi (BS-IV or below), except those carrying essential goods, is banned. However, vehicles carrying essential commodities or providing emergency services will be allowed. Construction and demolition work, including of roads, highways and flyovers, has been halted with certain exceptions.
