Enforcement Directorate (ED) crackdown has resulted in major assets worthed at a sum of around ₹31.70 crore, being attached provisionally from the Chhattisgarh District Mineral Foundation (DMF) fund scam. There the agency’s Raipur Zonal Office has also filed in a supplementary prosecution against 17 accused face the Special PMLA Court in Raipur.
The provisional attachment was issued on October 2026 and the supplementary complaint was filed October 30th. The names of Satpal Singh Chhabra, Mandeep Chawla and 15 other individuals have been included.
The Operation of the Alleged Scam
The ED probe into the funds utilization indicated that the money set aside for welfare and development of the mining-affected communities was being misappropriated routinely through the Chhattisgarh State Seeds and Agriculture Development Corporation (CSSADC).
The agency says there was a system of government officials, agents and middlemen bungled procurement who favoured buying items at higher prices and taking commission on these purchases.
Commissions of Up to 50 Per Cent
The ED alleges that agents and intermediaries were taking commission of 25 to 50 per cent on rate-contract companies’ original value of purchase orders. A significant part is believed to have gone to the officials and influential people for the allocation of funds, purchase orders and/or approval of payments.
The cash and banking channel was reportedly used to collect the money, which was then channeled via several companies and accounts to mask its etymology.
Satpal Singh Chhabra is a key intermediary and a financial coordinator with the agency. On September 1, 2026, he was arrested under Section 19 of PMLA.
Nearly ₹50 Crore Assets Attached So Far
The amount of ₹ 35 crore is estimated as proceeds of crime by the ED. In the current action, assets worth almost ₹50cr have been attached so far. An IAS officer, Ranu Sahu, has been arrested; others accused have also been arrested.
It has been investigating how government employees and intermediaries might be involved in the matter, and the agency said the investigation is ongoing.
