New Delhi: The process of collecting fines for civic violations in Delhi is now poised to become completely digital. The MCD is developing a new system to this end, which could be implemented under the proposed Jan Vishwas Act, 2026. According to officials, this new system will upgrade the existing MCD 311 app and integrate a new backend portal. Under the proposed system, field officers will be able to impose fines on the spot during inspections. Additionally, photos or other digital evidence will be uploaded to the system at the same time, enabling the recording and recovery process to begin immediately.
A senior official with the Municipal Corporation of Delhi (MCD) stated that a detailed discussion was held on Tuesday regarding the implementation of this new system. The idea is to replace the traditional manual system with a fully digital one. Under the proposed system, processes such as issuing notices, collecting fines, and delivering them to relevant individuals will be completed digitally. Officials believe this will increase transparency, preserve records, and make the process of action faster and more effective than before.
Under the new system, field-level officers will be empowered to conduct on-the-spot inspections and impose fines for violations under the MCD Act, 1957. Anyone who fails to pay will be required to appear before the officer. There is also a provision for recovery of the outstanding tax. The official added that in some cases, property may be seized for recovery.
