NEW DELHI – In a significant move to enhance public accessibility, the Delhi transport department has announced a comprehensive restructuring plan to reopen several Regional Transport Offices (RTOs) across the national capital. Under the new proposal, 13 offices—one for each revenue district—are expected to become operational, providing a much-needed physical interface for residents.
Currently, the city operates only four RTOs located at Mall Road, Sarai Kale Khan, Mayur Vihar, and Dwarka. This centralization was the result of a massive push toward digital and “faceless” services initiated during the Covid-19 pandemic. While the digital transition successfully streamlined over 33 essential services, officials have identified a persistent gap for citizens who require offline assistance or face hurdles with the online-only model.
A senior transport department official, speaking on the condition of anonymity, emphasized that the move is about finding a “middle ground” between modernization and convenience. “The department had successfully transitioned over 33 services to faceless mode in recent years. However, there remains a need for physical touchpoints,” the official stated. By aligning RTO jurisdictions with revenue districts, the department aims to ensure that no citizen has to travel across the city for services that cannot be completed digitally.
The restructuring is expected to benefit senior citizens and those less familiar with digital platforms, as well as facilitate complex procedures that require physical verification. While the “faceless” model remains the backbone of the department’s efficiency, the reopening of these 13 offices marks a pivot toward a more inclusive service delivery model.
The department is currently finalizing the logistical requirements for the newly designated offices, with an official rollout expected in the coming months. This expansion is seen as a vital step in balancing Delhi’s technological advancement with the practical, on-ground needs of its growing population.
