The head teachers of primary and middle schools, and the principals of high and higher secondary schools will now be given an extra role of managing the problem of loss of stray dogs around the school premises besides academics. Under a fresh directive of the Directorate of Public Instruction (DPI) on Thursday to all Joint Directors and District Education Officers, the school principal or the head of an institution said that he/she would be the nodal officer in the monitoring of stray dogs.

According to the order, the principals of any given school shall immediately notify Gram Panchayat, Janpad Panchayat or the nodal officer of the municipal authority of the case of stray dogs at or near school premises. They are not only on the role of reporting but also to organize with the local bodies to initiate prophylactic moves that can be taken to prevent the entry of stray animals to the school campus. This also involves collaboration with the Panchayats and municipal authorities in order to reinforce fencing, good waste disposal and closure of access points that attract animals.

In case of silly incidence when a dog bites the enrolled student, it is the duty of the head of school to make sure that the injured student is rushed to the closest health facility where he can be given medical care. Schools are supposed to be well equipped to act promptly and responsibly to such incidences.

Earlier guidelines also demanded schools and other learning institutions to hold awareness campaigns to students and staff. The sessions will train them on how to act safely around animals, first aid measures when bloodied by animals and the need to report the matter to the law enforcers. As concern intensified over the attack of dogs in the streets and the problems of greater concerns with the security of the citizens, the state government grew bolder following the directions of the Supreme Court on how to address the problem of stray dogs.

After the court direction, various departments came into existence as per the directions of the court and they consisted of Urban Administration, Panchayat and Rural Development, Animal Husbandry, Public Works, Health and Family Welfare, School and Higher Education.
