India-Canada Relations: Canada’s premier intelligence agency CSIS (Canadian Security Intelligence Service) has admitted for the first time in its 2024 annual report that Khalistani extremists are using Canada to promote, raise funds and plan violence in India. This statement strengthens India’s long-standing allegations, in which New Delhi has claimed that Canada has become a safe haven for pro-Khalistan extremists.
An important feature of this report is that Canada has recognised the Khalistan movement in a terrorist context for the first time using the term ‘extremism’. This is the first time such clear language has been used against Khalistanis at the government level since the 1985 Air India bombing. The report has classified Canada-Based Khalistani Extremists (CBKE) as Politically Motivated Violent Extremism (PMVE).
India reiterated this point many times
India has long claimed that pro-Khalistani leader Hardeep Singh Nijjar, who died in 2023, has been active in anti-India activities in Canada. The Canadian government has encouraged and tolerated such elements in the name of political freedom and expression. Now that the Canadian Security Service (CSIS) has officially confirmed India’s concerns, the Indian government can present it as the legitimacy of its diplomatic position.
Pakistan is also accused
In this report, along with Khalistani elements, Pakistan has also been blamed for foreign interference in Canada. In the reports of the National Security and Intelligence Committee of Parliamentarians (NSICOP) and the Public Inquiry into Foreign Interference (PIFI), Pakistan has been held guilty for influencing the democratic institutions of Canada.

The recent talks between Prime Minister Narendra Modi and Canadian Prime Minister Mark Carney at the G7 Summit (2025, Canada) have presented a positive sign towards reviving bilateral relations. Both leaders have agreed to appoint new High Commissioners and discuss pending trade issues.
