Manipur Traffic Control Police Wing has published a detailed traffic advisory in anticipation of the possible visit of Prime Minister Narendra Modi to Imphal on September 13. Although the visit has not been officially confirmed, preparations were going on at Peace Ground in Churachandpur. Recently, the senior military officials, such as Lieutenant General Abhijit S. Pendharkar, General Officer Commanding of the Spear Corps, have reviewed the current state of the security situation in the state, which shows that there is increased preparedness for the arrival of the Prime Minister.

Certain traffic limits will be implemented in Imphal to facilitate easy movement, security of people and restricted traffic congestion as stated in the notification of the Superintendent of Police. The Chief Minister, a southern gate of Kangla, which is less than 200 meters away, will be used exclusively to enter and exit only by the VVIPs. The northern gate will, meanwhile, be used by VIPs, pass-holding officials and pedestrians.

Participants of the event at Kangla by public cars would not be allowed to offload passengers at the many points but only at designated areas such as Minuthong, Imphal Hotel and Wahengbam Leikai/Uripok Thongkha. Next, the traffic will be sent to the special parking spaces in Hatta Kangjeibung, NCC Ground, Khuman Lampak Sports Complex, and Inter-State Bus Terminus (ISBT). There will also be diversion: vehicles travelling by Thoubal will be diverted at the Singjamei Bridge, whilst those travelling by Singjamei Chinga Crossing will be diverted at Singjamei Chinga Crossing. Likewise, the traffic at Tiddim and Mayai Lambi sides will be diverted at Keishampat Junction.

Moreover, all the routes connecting Kangla with the airport will be subjected to a 10-minute advance cut-off in the case of VVIP movement. But emergency services (ambulances and fire vehicles) will be excluded. The government has encouraged people to cooperate, and they have given promises that no restrictions will be placed except during VVIP travel. In the meantime, the Indian Army is carrying out security checks in sensitive sites, such as Maphitel Ridge and Maphou Dam.
