The government of Punjab is going tough on its own workforce who have defaulted on loans availed of by them through cooperative banks. The state finance department has also taken an important action where it has engaged itself in a recovery process to recover the money that is due by taking it straight out of the salary, Pension, or retirement benefit of the government employees who are in default.
As per sources, Standard Operating Procedure (SOP) has already been issued by the finance department to ease and formalize the recovery mechanism. The Cooperative Department and other cooperative banks are in the process of lining up lists of defaulter employees under the new guidelines. Such lists will be addressed to the Directorate and the Accounts Department.
To facilitate smooth recovery, the banks are currently activating their recovery accounts in the state-based systems like the Integrated Human Resource Management System (IHRMS) and the Integrated Financial Management System (IFMS). It will enable the authorities to deduct the outstanding amounts directly from employee salaries and deposit the recovered amount in the bank account through ECS (Electronic Clearing Service).
A major role in this recovery process will be performed by the Drawing and Disbursing Officers (DDOs). They are supposed to report to the respective banks monthly on the deductions made. In the meantime, the banks will change the bank codes in the IHRMS against the employees to facilitate the correct tracking of recovered amounts and allocation of monies.
The report on the recovery will be divided into four different groups, which will be used to keep it clear and also precise. When updated, the software will perform the automatic deductions in the monthly salary of the employees.
The step follows a tough stance adopted by the Punjab government in terms of financial discipline among its employees. Having now put a system-driven model of recovery in place, the state is out to reclaim huge amounts that are outstanding and make it clear that accountability is demanded in the provision of public services.
