On Sunday, Chief Minister Nitish Kumar announced a set of monetary incentives to panchayat and ward-level vikas mitras as part of Bihar Mahadalit Development Mission, to make them effective change agents among Mahadalit community.

The vikas mitras will have 25000 given to them as a purchase of tablets to aid their undertaking in the new scheme. The transportation allowance has been raised to 2500 monthly as compared to 1900 and the stationery allowance has also been incremented to 1500 as compared to 900. Nitish Kumar also promised 10000 to education workers to buy smartphones. Also, in the teaching material head, the amount will be increased to 6,000 per centre annually instead of 3,405.

The Bihar Mahadalit Development Mission started its operations in 2008 with the aim of helping the Mahadalit people to live better lives by enhancing education, social welfare and general development. There are approximately 9,000 vikas mitras working with the mission, half of the jobs occupied by women. These employees are instrumental in the execution of programs such as Akshar Aanchal scheme that emphasizes on female literacy and educating children of Mahadalit, Dalit and minority, and other extremely backward populations.

In his focus, Kumar has pointed out that these programs are aimed at increasing the morale of the vikas mitras and education workers making them more dedicated and enthusiastic in their work. Having said that, our government will strive to empower the disadvantaged layers of the society although in keeping with the spirit of justice in the developmental process, he said.

This announcement is preceded by a row of recent actions, such as the raising of honorarium of approximately 200,000 Anganwadi workers and helpers, cooks in government school mid-day meal programs, guards, and physical education teachers, health workers and home guards. These measures underscore the fact that the government remains concentrated at fortifying the frontline workers.
