In a recent official notification issued on December 12, the new state government has given portfolios of the newly opened departments with his minister Nitish Kumar in control of the Civil Aviation Department, and retaining the charge of the same.
Previously, on December 9 the Bihar cabinet passed the resolution of establishing three new departments such as Youth, Employment and Skill Development Department, Higher Education Department and the Civil Aviation Department. In conjunction with this restructuring, three of the already existing departments were also cleared to be renamed to clearly illustrate their increased role and responsibility.
According to the notification, the Animal and Fisheries Resource Department has had a new name: it is now the Dairy, Fisheries and Animal Resources Department. The Labour Resources Department will hereafter go by the name Labour Resources and Migrant Workers Welfare Department and the Art, Culture and Youth Department has been renamed to be the Art and Culture Department.
The Youth, Employment and Skill Development Department has been allotted to the Chief Minister and the minister given the charge of the same is Sanjay Singh, known as Tiger, who is already in charge of the Labour Resources and Migrant Workers Welfare Department. The Higher Education Department has been established and the responsibility of state Education Minister Sunil Kumar has been extended. Nitish Kumar has decided to maintain the Civil Aviation Department with him.
The decision to establish the new departments was previously announced by the Chief Minister in the form of a post on the X social media platform. According to him the action was to achieve a high dream of the government to create one crore job opportunities to the youth in Bihar within the coming five years. The latter was to be attained by highlighting the importance of specialized skill training and institutional empowerment, which required the establishment of special departments.
Justifying the need to have a separate Higher Education Department, Nitish Kumar explained that it is aimed at enhancing the quality of learning, facilitating research and innovation, reinforcing technical and vocational learning.
