Meitei Heritage Society (MHS), based in Manipur, has challenged the Assam Public Service Commission (APSC) to clarify a question that it added during the Agricultural Development Officer Examination conducted on August 10, as being controversial to an ongoing crisis in Manipur.
Feeling highly offended, the organisation issued a statement on Monday, alleging that a mischievous question regarding the Manipur crisis was actually a condescension-ridden, structured question to offend the Meitei community. The group requested the APSC to pronounce the question null and void and not to be put into consideration during evaluation.
MHS stressed that such one-sided accounts violate the requirement of a public service commission, which is supposed to be fair, impartial, and unbiased in the recruitment of future civil servants. The organisation claimed that the question and its proposed solutions have not reflected the participation of Kuki-Chin militants and Kuki-Zo civil society organisations in the ongoing Manipur unrest, thus bringing a selective persecution against the Meiteis.
In response, we presented a more detailed representation of our concerns, noting that the question overlooked publicly accessible facts on the role of Chin-Kuki groups and their organisations, as mentioned in the statement. Our submission is before the examination committee, and we hope the commission will take action wisely and get this matter under control.
The group also indicated that it had faith that the APSC would clear the matter and formally state that the question is biased in its nature, whilst restating that they wanted the question to be discarded in the assessment.
APSC chairman Debaraj Upadhaya replied when contacted, the commission itself does not set question papers. The setters are the external ones, and then the ready papers are moderated by the university-level and reputed college-level experts. It is not prepared and not reviewed by us, as it is already locked by the moderators, as he simply explained.
