West Bengal Chief Minister Mamata Banerjee on Monday addressed the Chief Election Commissioner Gyanesh Kumar again, accusing that the state was suffering due to blunders being created due to AI-driven digitisation of electoral rolls in the ongoing Special Intensive Revision (SIR) exercise.
Mamata Banerjee said that significant discrepancies were created when the 2002 electoral roll was digitised with artificial intelligence software in her fifth letter to the CEC since the SIR process started. She says that these mistakes have contributed to mass data discrepancies, whereby many honest voters have been wrongly suspected of having logical discrepancies on their records.
The chief minister charged the Election Commission with the problem of ignoring long held statutory practices which had been applied during the last twenty years. She claimed that the electorate was being re-examined to prove identity even after having resolved the differences before by quasi-judicial hearings by the very election agencies.
According to Banerjee, such a practice is arbitrary, unreasonable and contrary to the letter and spirit of the Constitution of India, which is to effectively disown the actions and mechanisms of the Commission, which had a lengthy history of over twenty years. According to her, the process itself is a threat to legal certainty and voter confidence in the electoral process.
Banerjee also claimed that the SIR process is full of procedural inefficiencies such as not giving the necessary acknowledgment to documents given by voters. She termed the hearings to be mostly mechanical by the fact that it is conducted by technical information without proper human judgment, tact and compassion.
She says that the excessive use of automated systems has deprived the process of the human touch that has undermined democratic and constitutional underpinnings of the electoral system. She cautioned that this kind of handling is dangerous because it will send away the true voters instead of boosting the books.
