Savings of staff salaries at NHM in Madhya Pradesh may trigger a CBI investigation. Several politicians, such as the state president of the NHM Contractual Outsourced Employees Union, Mr Komal Singh, have demanded a CBI investigation into the scam before Chief Minister Dr Mohan Yadav.
The financial records of the state health department reveal certain inconsistencies in salaries from the financial year 2019-20 to the estimated financial year 2023-24, as depicted by Komal Singh. The next step should be identifying the nature of contracts entered by the CMHOs and civil surgeons of all these districts with outsourcing agencies, as well as the amount of remuneration offered to the employees. What Komal Singh made me know is that this corruption is instigated by high ranking officials.
To infer this, it can be estimated that when corruption was brought through the NHM Contractual Outsourced Employees Union, NHM’s CEO passed directives to each district for information regarding the outsourced employees’ salaries. However, this means that information is not being sent by the state’s CMHO, civil surgeon, and hospital superintendent to cover corruption. Subsequently, a call from the bench and the bar has been called to the CM to intervene through a CBI probe.
Observing the matter, it emerged that support staff across the state are paid inadequately and, more significantly, unequally. The collectorate rate, which is also known as the semi-skilled labour rate’ in the state, stands at Rs. 12,796 only. Nevertheless, it is observed that the employees who work as outsourced support staff are paid different remunerations across the state. The scenario is such that two to three outsourcing agencies are also being run in some districts. It means that the employees should be given different remunerations to balance the equal nature of the work. While there is differential payment between these two, corruption involving millions per month and billions per year is alleged.
