Bhopal: Some good news for government employees in Madhya Pradesh has occasioned this. The state has finally agreed to allow the online submission of the Annual Performance Reports of 8 lakh government employees after January 31st. This step is meant to increase transparency and effectiveness in assessing the performance of the employees.
However, the norm of filing APRs through an online portal has not only been restricted to the IAS and IPS officials but also all other government employees in Madhya Pradesh. Thus, starting from a performance report basis, the new regulations also provide for the submission of annual property declarations by employees to the government. This move increases probity at all levels of government service delivery.
The online APR is being delivered through the e-office platform, which allows its use by all employees of ministries and districts of the state. The transition to an online system should minimize paperwork and allow for faster assessments of performance results.
This important announcement was put into practice by the General Administration Department of the Madhya Pradesh Government by means of an order. The order was written by Akshay Kumar Singh, Deputy Secretary; he underlined the obligatory nature of this policy and the concerns it covers in the sphere of security for the whole state.
The use of an online APR system is founded on the assertion that Madhya Pradesh is in the process of adopting new management technologies. It is also believed to be one of the ways of lobbying for a change of work ethical integrity within the government. Staff are encouraged to prepare themselves with the new e-office system to tackle their compliance reports and property disclosure statements on time.
These changes are believed to bear ample fruit, such as improved means of assessing the performance of employees, efficiency in the performance of bureaucratic formalities, and increased quality of services delivered in the various offices of the government’s departments.
