License holders in the national capital will be allowed to stock only 600 kg of firecrackers per shop on Diwali. The Delhi government and the Delhi Police will strictly enforce the sale of certified green firecrackers. Deputy Commissioners of Police (DCPs) in each district will issue temporary licenses to around 140 certified firecracker shopkeepers for three days, from October 18 to 19. Strict monitoring will be done to ensure compliance with the conditions. Patrol teams at three levels will keep a vigil to ensure compliance with the rules.

An official said the Delhi Police is establishing a three-tier surveillance system in the national capital. Markets and neighborhoods will be closely monitored to prevent the use of banned firecrackers. Teams will be deployed from each police station. At the district level, a separate team headed by a Deputy Commissioner of Police (DCP) will monitor the situation. A vigilance team will be established for overall monitoring.

District magistrates will designate locations for the sale of approved green firecrackers with QR codes. They will consult with the district deputy commissioners for this purpose. Municipal Corporation of Delhi (MCD) officials also stated that teams will be deployed to ensure proper compliance with all instructions. MCD officials, along with other departments, will be deployed for monitoring.

Additional forces and teams deployed

The official further stated that the police will deploy additional forces and teams in residential areas and markets to monitor the sale of firecrackers. A note issued by the Delhi Police Licensing Department outlines measures to comply with the Supreme Court’s guidelines. It contains detailed guidelines for temporary firecracker licenses.
