The Supreme Court has given a major decision in the matter of stopping construction work amid increasing pollution in Delhi and the National Capital Region (NCR). The court rejected the suggestion to stop all construction work in Delhi and said that such a step will affect a large number of people. The Supreme Court also clarified that instead of stopping construction, it is important to focus on long-term solutions. The court said that, according to the pollution situation, the control room and CAQM (Commission for Air Quality Management) should take appropriate steps, and action should be taken on that basis.
The Chief Justice of the Supreme Court (CJI) said, “We cannot do that.” He further clarified that the livelihoods of a large number of people coming to Delhi from different states depend on these construction activities.” The court also stressed that instead of banning construction, it is important to focus on long-term measures, and that the CAQM takes appropriate steps according to the pollution situation.
The Chief Justice of the Supreme Court (CJI) said, “The central government must come up with a long-term solution to tackle the problem of air pollution.” He further said that controlling stubble burning in Punjab, Haryana, Uttar Pradesh, and Rajasthan is crucial to tackle this problem. The CJI also underlined that immediate action such as banning construction work is not enough, but it is necessary to control sources of pollution at the regional level and work on long-term strategies.
The Supreme Court has directed the Chief Secretaries of Punjab and Haryana to effectively implement the instructions regarding the ban on stubble burning given in the CAQM report of November 13, 2025. The Court granted one day to the Central Government to provide an appropriate response to find a long-term solution to address the problem of air pollution. The next hearing in the matter will be on November 19, 2025.
