New Delhi: Both the Supreme Court and the Delhi High Court have voiced strong disapproval of the capital’s persistent issues with waterlogging and traffic congestion.
The Supreme Court sharply criticized the situation, stating that “the whole of Delhi becomes paralyzed in just two hours of rain.” Meanwhile, the Delhi High Court identified administrative confusion and a lack of clear departmental responsibilities as the primary reasons for the failure to address the problem.
A bench of Chief Justice BR Gavai, Justice K. Vinod Chandran and Justice NV Anjariya also expressed concern over the situation in Delhi while hearing the toll collection case on National Highway 544 in Palayekkara, Kerala. The court said, “Delhi comes to a complete standstill due to just two hours of rain. When there is a delay of hours in the journey and on top of that one has to pay toll, then it is completely unfair.”

The High Court held the responsible departments guilty
Expressing displeasure over the serious situation of waterlogging and traffic jams in the capital, the Delhi High Court said that this problem is the result of administrative confusion. The court said that the responsibility of drains lies with the Municipal Corporation, while the Delhi Jal Board maintains the sewer pipeline. Due to this divided responsibility, neither the drains are cleaned nor the water drainage remains smooth.
A bench of Justice Pratibha M. Singh and Justice Manmeet Pritam Singh Arora said that the Delhi government should centralize the administrative system so that the situation does not deteriorate in future. The court has directed the government to present an advance plan by August 19.
