Removed from the post of the Divisional Railway Manager (DRM) of Delhi Division following the tragic stampede at New Delhi Railway Station, Sukhwinder Singh has been now assigned to Patiala Locomotive Works (PLW). On being relieved from the post of DRM/DLI, Singh should be transferred to PLW and posted in the cadre as per an official Railway Board order which dated April 1, said a statement.
On February 15, 18 passengers died in the stampede. The Railway Ministry had taken disciplinary action against five officials on March 4 for removal, issuing four separate orders on such grounds. Four of these officials are among the officials who have been transferred to other railway divisions and departments, one of them being Singh.
Earlier, he was the station director and has been re-deployed as Deputy Chief Operation Manager Freight Operations Information System in its Northern Headquarters, New Delhi. Similarly, a Senior Divisional Commercial Manager—Passive Services of the Delhi Division, Anand Mohan, is posted as Deputy Chief Operation Manager of Coaching at the same headquarters.
Immediately after his removal, he was transferred to Kota, then the Assistant Security Commissioner of the Railway Protection Force (RPF) at New Delhi Railway Station, Mahesh Chand Saini. On the other hand, Vikram Singh Rana, who was deposed from the Additional Divisional Railway Manager post, has not been given further assignment until now.
These new roles have been described by officials as punishment postings that do not come with much operational authority. An inquiry into accountability and whether anyone was responsible for the negligence that caused the deadly stampede is at a high level.
