A ‘mock drill’ will be conducted in the capital Delhi on August 1 to strengthen emergency response capabilities in the context of earthquakes and chemical disasters. This will mark the conclusion of the regional exercise ‘Abhyaas Suraksha Chakra’, designed under a multi-agency to enhance emergency response coordination in 18 districts of Delhi, Haryana, and Uttar Pradesh. During this exercise, residents will see an increase in the number of emergency vehicles like ambulances, fire engines, police vans and army trucks. People have been requested to cooperate in the process and there is no need to panic.

The Delhi Disaster Management Authority (DDMA) has informed that this mock drill will simulate a possible major earthquake situation, thereby testing real-time preparedness, coordination between various agencies and public response mechanism. All necessary preparations have been completed to conduct this mock drill successfully in all 11 districts of Delhi.

The DDMA has issued an advisory stating that this is an important step towards building a city that can withstand major disasters. Citizens have been requested to cooperate fully during the exercise and avoid panicking. It has been clarified that this is only a planned exercise and there is no real emergency involved. During the exercise, residents may witness an increased movement of emergency vehicles such as ambulances, fire engines, police vans and army trucks.

Sirens and public address systems may be used to signal the start of the exercise. The advisory also mentions that temporary facilities such as incident control posts, staging areas, relief camps and medical aid posts will be set up. Additionally, the National Disaster Response Force (NDRF), armed forces, civil defence, Delhi Police and other relevant teams will play an active role in carrying out mock rescue operations, evacuation of casualties and providing medical aid to victims.

The exercise will begin with a high-level seminar on disaster risk and strategic preparedness on July 29. This will be followed by a tabletop exercise (TTEx) on July 30, in which disaster managers will test their response plans in a controlled environment. Finally, a full-scale mock drill will be conducted on August 1, which will be the final step to implement the plan in reality.

Along with 11 revenue districts of Delhi, the exercise will also cover Gurugram, Faridabad, Palwal, Nuh and Rewari in Haryana and Ghaziabad and Gautam Buddha Nagar in Uttar Pradesh. The DDMA has emphasised on adopting a whole-of-government approach for the exercise, involving the participation of the armed forces, scientific institutions like IMD and NCS, and civil society organisations. The exercise is considered an important step towards making Delhi and NCR disaster-resilient through proactive planning, capacity building and public awareness.
