The recently passed Manipur budget has been criticized by the Communist Party of India (CPI), stating that it is insufficient with regard to fundamental problems such as ethnic violence, inflation and unemployment. At the same time, the Janata Dal (United) [JD(U)] has termed the budget ‘not fully satisfying.’ The Manipur budget for 2025-26 fiscal and supplementary demands for grants passed by the Lok Sabha on Tuesday, included supplementary grants of ₹51,463 crore for the current financial year.

CPI state unit secretary Kshetrimayum Shanta expressed concern over the budget stating that though the allocation has been higher in the current fiscal than the previous one, it is not sufficient to tackle the pressing issues before the people of Manipur. He told a news agency that the budget does not meet the needs of people still facing ethnic violence, and inflation that has significantly risen, and also unemployment.

In tabling the budget without going for a detailed discussion or assessing the ground realities, he has further criticised the government. Violence has rendered over 60,000 people homeless. “How will the budget, when implemented, help in the rehabilitation as well as reconstruction of their homes at Churachandpur, Moreh and parts of Imphal?” Shanta questioned.

He also referenced the absence of any mention of the catastrophic floods that ravaged the state recently, which incurred huge damage. He also stressed that the budget did not include bush fire relief measures, and that we wanted to know what steps are being made to control growing inflation.

Shanta, along with other leaders, had claimed that the budget was prepared hurriedly without discussions. He told district level bureaucratic officers to interact with the local communities at their level and understand the requirements before arriving at such a financial plan. Opposition to a more inclusive and well-planned budget to overcome the state’s principal crises continues.
