In the Chhattisgarh liquor scam, the Economic Offences Wing (EOW) has revealed the shocking information concerning the way in which the Excise officials of the senior ranks accumulated illegal wealth. As per the chargesheet, 11 excise officers received more than 88 crores of kickbacks, and they used the said money to buy properties as well as to invest in dubious financial aspects throughout the state. These assets were purchased by many in the names of their relatives, associates and even benami ( proxy ) transactions.

And one of the biggest entries in the chargesheet is Naveen Pratap Singh Tomar, who bought land under 39 khasras (land parcels) and 3 registered plots in both Raipur and Balodabazar. These homes have been registered under his name together with that of Indira Devhari. Likewise, Manjushree Kaser purchased 25 properties at Raipur, Janjgir and Gariyaband, under the names of relatives and close people.

Nohar Singh Thakur, another officer, bought five homes in Raipur, Durg, and Rajnandgaon. Such properties were also identified to be associated with persons such as Karuna Sudhakar, Lavkush Nayak, and Vijaylal Jatwar. Pramod Netam, on the one hand, bought in Korea, Korba, and Raipur, or six properties in his own name, where others were under the names of his family members.

The other excise officers to be mentioned in the EOW report are: Iqbal Ahmad Khan, Dinkar Wasnik, Mohit Jaiswal, Vijay Sen Sharma, Nitin Khanduja and Arvind Patle. They have had a number of documentary pieces of evidence of property acquisitions confiscated. Dinkar Wasnik was also caught investing in the stocks of Indian Oil Corporation (IOC), in a bid to launder the illegal profits.

It is seen that there is an entrenched system of corruption in the Excise Department as government officers took advantage of their posts to earn illicit money and invest substantially in real and financial assets.
