The Chhattisgarh state government has carried out a major administrative reshuffle in which it has transferred 41 IAS officers, in contrast to 11 collectors. This has been considered as a clear message from the Vishnu Deo Sai-led government that it wants to be seen as efficient, responsible and in delivering public service to the people directly. The reshuffle is to bring more administrative control and to put officers who have performed well.
The disorganised and long-neglected revenue case resolution system has been fixed by the Sai government. In addition to this, it has appointed two commissioners in a bid to improve the functioning of the Revenue Board. It signals a change in strategic direction towards improving the quality of governance by optimising administrative coordination and speed of decisions.
It is notable that the reshuffle also talks of key appointments at a divisional level. There is a reduction in Mahadev Kaware’s additional responsibilities over the Bilaspur Division, and Sunil Kumar Jain has been appointed as Commissioner of the Bilaspur Division. Thus, it is expected that it will attract more focus and efficiency to the administration in that region.
Senior officers Sarveshwar Narendra Bhure and Janmejay Mahobe have been transferred to district roles. Meanwhile. The Collector of Rajnandgaon district has been appointed Bhure, who is working as Secretary of the Chhattisgarh State Election Commission. Taking charge as the Collector of Janjgir-Champa district, Janmejay Mahobe, was previously the Managing Director of the Civil Supply Corporation.
This rationalisation of responsibilities is designed to improve reporting structures between departments by providing one secretary to whom heads of departments report. It is meant to avoid having hierarchies overlaying one another, blinding the execution. The new arrangement intends to reduce workflows and hasten decision-making, and therefore enhance governance and public service delivery in the state.
