Raipur: Chief Minister Bhupesh Baghel tabled the Judicial Inquiry Commission’s report related to Madanwada, Korkotti and Korkatta Naxal attacks in Chhattisgarh Legislative Assembly on Wednesday. The Naxal attack was held on July 12th, 2009, in which a total of 29 security personnel, including the then Rajnandgaon Superintendent of Police V K Choubey, were killed. In this report, a blueprint of the circumstances and strategic mistakes of the encounter has been presented. The Commission raised serious questions on the role of suspended Indian Police Service (IPS) officer Mukesh Gupta, who was the then Inspector General of Police Durg range.
The Commission pointed out in its report that if the Commander/IGP had acted wisely or had shown courage, then the result would have been completely different. He had enough time to call the CRPF or the CAF. It has clearly come in evidence that the then IGP Mukesh Gupta was sitting in his bulletproof car. He didn’t do anything substantial as mentioned in the citation.
The report of the Justice Shambhunath Srivastava Commission states that the Maoists had also produced a CD of the attack. It was shown that after killing 29 security personnel and looting weapons, Naxalites were celebrating it. This CD shows several versions of the carelessness, inattention of the then IGP Mukesh Gupta. He was present in the incident area from 9.30 am to 5.15 pm. All the casualties took place in his presence.
It also came in the investigation that SIB and Intelligence Bureau had also informed about the gathering of Naxalites at Madanwada area. This information was given to the IGP Durg Range. Even after that, no specific plan was made for the operation against the Naxalites in that area, the report pointed out. The Judicial Inquiry Commission headed by retired Judge of Allahabad High Court Justice S N Shrivastava was constituted by the Congress Government on January 1st, 2020, to inquire about the Naxal attacks at Madanwada, Korkotti and Korkatta in Rajnandgaon district.
