Raipur: Raipur Railway Station witnesses daily passenger fraud, raising concerns. Linking this fraud to the overall scam could unveil massive GST theft. If investigated properly, the cargo office of Shri Radhaswami Cargo, situated outside the parcel office, would catch attention. Here, passengers intending to book their two-wheeler transport are required to get their vehicles packed. The railway has fixed charges for this service at Rs. 354, Rs. 472, and Rs. 590 (inclusive of GST) for different quality packagings. However, they are aggressively booking vehicles without adhering to these charges.
When passengers visit to book a two-wheeler transport, the Shri Radhaswami Cargo office appears outside the parcel office. Despite the defined rates by the railway (inclusive of GST) being Rs. 354, Rs. 472, and Rs. 590 for different quality packagings, they are booking vehicles without hesitation. Not only are they booking, but they are also booking the same vehicle with the railway.
For instance, if a booking fee of Rs. 773 has been charged by the railway for traveling from Raipur to Jabalpur, Shri Radha Swami Cargo charged the passenger Rs. 2210, providing a duly receipted bill. However, this amount includes the packing charge. If the packing charge (maximum Rs. 590) is deducted, the passenger has been overcharged an additional Rs. 847.
Shahzad Khan, a passenger, booked his vehicle from Raipur to Jabalpur on March 1, with registration number MP 35 ML 3164. RS Cargo issued him a bill that did not mention the GST number. Shri Radha Swami Cargo provided the passenger with a receipt numbered 2601, charging him Rs. 2210. Subsequently, the same vehicle was booked by the contractor with the railway, with PRR (Progressive Reference Record) 2019-536125, for which the railway charged Rs. 773. This implies double billing by both the railway and fraudulent passenger exploitation, compounded with potential GST theft.
