It has all been set, and the Bihar Legislative Assembly election was announced and will take place in two phases on November 6 and 11, and the results will be announced on November 14 by the Election Commission of India (ECI). The announcement signals the start of a high-stakes battle between the ruling National Democratic Alliance (NDA) and opposition Mahagathbandhan that attracted the attention of many people in the state. The announcement was given by Chief Election Commissioner Gyanesh Kumar at a press conference at 4 pm in New Delhi.
The gazette notification will be issued on October 10, and the nomination of the candidates will end on October 17. Nomination scrutiny will occur on October 18, and withdrawal of candidatures will occur by October 20. The first phase of polling will be done on November 6.
The second stage will be followed by a gazette notification on October 13, which is the last date of nomination on October 20, scrutiny on October 21, and withdrawal on October 23. This phase of polling will be carried out on November 11. The outcome of both stages will be declared at the same time on November 14, and the whole election exercise is likely to end by November 22, before the term of the current Assembly is due.
Bihar consists of 243 Assembly constituencies, out of which two are reserved by the Scheduled Tribes, and 38 by the Scheduled Castes. To make the polling smoother, fair and transparent, the Election Commission has come up with a number of measures. Each polling station will have 1,200 voters, and officers in each booth will have identification cards to identify voters. Mobile phones will be deposited out of the booths by the voter, and 100 per cent webcasting will be introduced in all the polling stations.
The Commission has also enhanced EVM ballot papers to make them clear and easy to read.
