On Friday, the Chief Minister of Bihar, Nitish Kumar, declared a significant administrative restructuring that focused on increasing job rates and enhancing the employment system in the state. The government has accepted the establishment of three new departments Youth, Employment and Skill Development; Higher Education; and Civil Aviation and a separate MSME directorate and the Bihar Marketing Promotion Corporation. The relocation is a step towards a greater ambition of the state to offer employment to one crore youth within a five-year period.
Announcing about X, CM Kumar added that one of the key roadmaps of the development of Bihar is skill training and job-oriented education. The new Youth, Employment and Skill Development Department will aim at increasing training programmes, development of mega skill centres in all district, and most importantly matching the skills of young people in accordance with the market demands.
Determining how the Higher Education Department was formed, Kumar emphasized that this division was responsible of enhancing academic standards, encouraging research and innovation, and the creation of technical and vocational education. He emphasized that higher education of quality is necessary so that the students of all classes can have an opportunity to get access to the job related opportunities.
Another strategic move is the creation of the Civil Aviation Department. The new department will increase connectivity, attract foreign investments, promote industrial development, and new job opportunities will be created with the aid of multiple airports being constructed, and several more suggested in the framework of the UDAN scheme. Kumar observed that with better air infrastructure exporting the products produced in Bihar will also become easier.
The government will also formulate the Directorate of Micro, Small and Medium Enterprises and Bihar Marketing Promotion Corporation. These agencies will strive to enhance the production, quality and distribution of products of the sectors like, agriculture, horticulture, animal husbandry, food processing, handicrafts, rural industries, and cottage industries. The chief minister believes that such efforts will vastly increase the prospects of the youth especially in the local and small-scale sectors to provide a push towards inclusive development in the state.
