On Tuesday, the Bihar cabinet endorsed new domicile rules to ensure that nearly 85 percent of teaching jobs in government schools would be reserved for permanent residents of the state. The resolution was a constituent of the Bihar State School Teacher Appointment, Transfer, Disciplinary Action and Service Conditions Amendment Rules 2025 and passed during a cabinet meeting presided over by Chief Minister Nitish Kumar.
According to Additional Chief Secretary (Cabinet) S Siddharth, the new policy anticipates candidates who come to the state, taking 85 percent of the jobs. The reservation mechanism is an addition to the already existing quotas: 50 per cent in categories of caste-based reservation and 10 per cent of the economically weaker sections (EWS). In the other 40 percent of seats not reserved, 35 percent are already reserved for women of Bihar. Moreover, 40 percent of the unreserved category will now go to the candidates who have passed their studies in matriculation and intermediate education under the boards of the state.
It is an action that precedes the state elections later on this year and is largely being taken as an action against the move by the opposition to restore the basis of recruitment as domicile, which was banned in 2016. Known as a 100 percent domicile, Leaders of Winning Opposition Tejashwi Yadav of Rashtriya Janata Dal (RJD) has expressed his intention to implement the same should his party ascend to power, in the state. However, Union Minister Chirag Paswan is also among those who have supported similar moves. In a social media statement on Monday, Nitish Kumar had foreshadowed the reform, in which he assured the residents that his government was into local employment.
Besides the domicile policy, 36 proposals were approved by the cabinet, one of which was to set up a digital library in each assembly constituency. Having a budget of more than 94.50 crore, these libraries will include students taking competitive examinations such as JEE, NEET, and CLAT, providing them with modern study materials and enhancing internet-based education in Bihar.
