On Saturday, the Arunachal Pradesh State Election Commission (SEC) published the complete program of the 12 th General Elections of the Panchayati Raj Institutions (PRIs) and the 3 rd municipal elections of Itanagar and Pasighat. Both will be polled in one exercise on December 15, which will be a very crucial democratic exercise in the frontier state.

Official notice of election will be made on Monday and the process of nomination will commence. Nomination papers will be scrutinized on November 26 and the candidates can withdraw their names till November 29. Votes will be counted on December 20, and the whole electoral process should be completed by December 23, as it was announced by SEC.

The 12th PRI polls are done since the enactment of NEFA Panchayat Regulation, 1967 and APPR Act, 1997. The Itanagar Municipal Corporation (IMC) and the Pasighat Municipal Council is also having its third municipal election.

The election is of large scale: it will take place on 27 Zilla parishad of 245 constituencies, and 2,103 Gram Panchayats of 8,181 Gram Panchayat seats. Contests will be held in the 20 wards of the IMC and the municipal body in Pasighat will have a contest in 8 wards.

Arunachal Pradesh has a total electorate of 8,31,648 comprising of 7,59,210 Panchayat voters, 72,438 municipal voters. Interestingly, women have a higher number of voters than men, as there are 1,123 female voters to 1,000 males in the Panchayat voter lists. The district of Subansiri uphsala has the highest number of electors in Panchayat and the lowest number of electors is in the district of Dibang Valley. Ward 19 in Itanagar has the most number of voters, but the lowest number of voters is in Ward 6 of Pasighat.

As a condition to the smooth running of polling, there are 2,171 polling stations set up in Panchayat elections and 79 in municipal voting.
