The Pakistan Cricket Board (PCB) is also threatening to take out a strategic ripost to the International Cricket Council (ICC) following the threat of sanctions by the governing body on Pakistan over its government-imposed boycott of the T20 world cup match with India next week which will take place in Colombo. The ICC has ensured that there is a threat of the host broadcaster suing Pakistan, imposing fines against it, or even banning it altogether in the tournament, should the boycott be implemented.
Nevertheless, PCB sounds very confident, referring to the previous cases when the teams have even refused to participate in ICC fixtures without being punished. Indeed, in the 1996 world cup, Australia and the West Indies lost the matches against Sri Lanka on security grounds after orders by the government. Likewise, England and New Zealand have flown matches against Zimbabwe and Kenya in the 2003 World Cup and Zimbabwe flown a T20 World Cup match against England in 2009 because of political reasons. The ICC never sanctioned it in any of these instances and it is this fact which contributes to the legal standing of Pakistan.
Reportedly, the PCB is relying on its previous experiences in the 2018 dispute with the Board of Control in Cricket in India (BCCI) before the ICC Dispute Resolution Committee (DRC). The case was brought following the refusal by India to fulfil a 2014 memorandum of understanding to make six bilateral series in Pakistan between 2015 and 2023. The PCB had backed the ICC controversial Big three revenue formula that provides India, Australia and England a higher quota of ICC revenues.
According to one of the sources with knowledge of the proceedings of 2018, when hearings took place, the PCB requested the BCCI to explain why it refused to tour Pakistan. Although, the BCCI at first stated that it was not bound to issue an explanation, it later referred to the limits placed on it by the Indian government.
