Women Safety Index 2025: According to the fourth edition of Avtar Group’s latest report ‘Top Cities for Women in India (TCWI), Bengaluru has performed the best on the parameters of women’s participation, safety and career growth. Bengaluru got a score of 53.29 and ranked first in this list. Whereas Chennai has secured the second position in terms of women-friendly environment. In the report, cities have been ranked on the basis of parameters like women’s employment share, safe workplace, career opportunities, and overall social environment.
The Avtar Group report, “Top Cities for Women in India (TCWI),” ranks cities based on their City Inclusion Score (CIS), a score that combines two key metrics.
Social Inclusion Score (SIS):
This scale assesses the safety of women in the city, their ease of living, health services and other basic facilities.
Industrial Inclusion Score (IIS):
Under this, employment opportunities for women, equality at the workplace, and facilities provided by companies like flexible work, safe environment and career growth options are looked at.
According to the report, Bengaluru topped the country in terms of career growth, employment opportunities, and industry support. Chennai performed best in social factors such as safety, public transport, and education.
Mixed performance of Delhi-NCR
While Delhi, Gurugram, and Noida offer ample job opportunities for women, these cities lag behind in safety, affordability, and mobility. However, the report also noted that Gurugram’s ranking improved compared to last year.
The challenge for Mumbai and Pune
Mumbai offers excellent career opportunities, but smaller cities are increasingly challenged by costly living and infrastructure. The TCWI 2025 rankings have seen an increased participation of Tier-2 cities. Cities like Shimla and Thiruvananthapuram have been considered socially favorable for women. However, the report also highlights that the lack of large-scale employment opportunities in these cities remains a major challenge.
