NEW DELHI: The Ministry of Rural Development (MoRD) has unveiled the draft Registration Bill 2025, a landmark legislative effort aimed at overhauling the archaic 117-year-old Registration Act of 1908. The Ministry asserts that this new Bill will usher in an era of digitized property document registration, significantly enhance transparency, and ensure the meticulous maintenance of digital records across India. The crucial question, however, remains: can it truly deliver on these ambitious promises?
The Registration Bill 2025 is designed to establish a modern, citizen-centric framework for the registration of land documents. At its core, the Bill seeks to streamline and simplify a process historically plagued by bureaucracy and inefficiency. A key feature is the provision for online and offline registration. This means citizens will have the flexibility to complete end-to-end registrations – from the presentation of documents to their final submission – either physically at the Sub-Registrar’s office or entirely through electronic means.
To bolster security and authenticity, identity verifications will be conducted primarily via Aadhaar. Crucially, addressing concerns about inclusivity, Section 29 (4) explicitly states that no person can be denied the registration of their documents if they do not possess an Aadhaar number, with provisions for an offline verification process (Section 29 (3)). This aims to balance modernization with accessibility for all citizens.
The Bill’s emphasis on digital records is a welcome step towards reducing fraud, improving data accuracy, and making property information more readily available. However, the successful implementation will hinge on robust digital infrastructure, stringent data security measures, and comprehensive training for both officials and the public. As stakeholders deliberate on the draft, its potential to truly revolutionize land registration in India will be under intense scrutiny.
