New Delhi: On Monday, the Supreme Court took cognizance on its own of the unfortunate event that unfolded at Rau’s IAS coaching centre in Old Rajinder Nagar, Delhi, culminating in the unfortunate deaths of three civil services aspirants. The court sought notices from both the central government and the Delhi state government, terming the coaching centres unsafe for students in the wake of the non-observance of safety standards. The situation was more critically referred to by Justices Surya Kant and Ujjal Bhuyan, who said, “Coaching centres are precipitating life danger risks to the aspirants who come from all corners of the country. ”
The Supreme Court noted to the unfortunate incident as a wake-up call concerning the perilous consequences of the lack of risk management measures in coaching centres. The bench described these institutions as ‘death chambers’ and spoke categorically that no coaching centre should function if it does not meet all safety and benchmark standards of life. Thus, to prevent such mishaps, the court proposed that until safety regulations are implemented, coaching institutes could operate online.
Similarly, recent cases of women’s deaths related to such gang rape include that of Shreya Yadav (25), from Uttar Pradesh, Tanya Soni (25), from Telengana and Nevin Delvin (24), from Kerala, and the Delhi High Court has asked the CBI to investigate these cases. This measure is taken for public scrutiny of the detection process to gain their confidence throughout the process.
Delhi Education Minister Atishi Marlena declared on August 2 that the AAP government and the MCD would each donate ₹10 lakh to the families of the burned students. Also, to honour their memories, a library shall be put up, and MP AAP Sanjay Singh Tehalka will fund ₹1 crore towards the library. Concerned about such incidents, the Delhi government is in the process of framing standard operating procedures regulating coaching institutions as well.
In the recent demonstrations, protestors have called for the circulation of the draft Delhi Coaching Educational Centre and Regulation Act to be released for amendments.
