In an important step to achieve the goal of sustainable transportation and cleaner air, the Indian government of Prime Minister Narendra Modi has accepted a fresh policy of vehicle scrapping, which will allow private petrol and diesel vehicles to run for 20 years or until they are fit and re-registered. This initiative will see to the obsolescence and pollution of automobile vehicles, as well as facilitate road safety and environmental health.

According to the policy, vehicles registered privately will be deregistered after 20 years in case they are found to be unfit to run or in case of the owners ‘ failure to renew the registration certificate. On the same note, commercial vehicles will be de-registered upon expiry of 15 years in case of failure to undergo the necessary fitness tests. Such fitness tests comprise emission checks, tests of stop devices, safety gear and others in conformity with the Central Motor Vehicle Rules, 1989.

In an effort to prevent the utilisation of older vehicles, the policy recommends high charges on re-registering and requiring mandatory fitness tests to be conducted after the 15th year of running both the personal and commercial vehicles. On the disincentive side, the owners of vehicles will pay more in case they adhere to the old vehicles after the stipulated period.

There is also a provision for vehicle scrapping within the government in the policy. Any car once owned by the Central and State Governments, Municipal Corporations, Panchayats, Public Sector Undertakings and other government bodies will be de-registered and scrapped after 15 years since its original registration.

To facilitate this transition, the government will offer incentives that will encourage owners to scrap off their unfit and old vehicles at the registered scrapping centres. These centres will provide official certification and incentives to the people who will dispose of their obsolete vehicles willingly.

This step is a bigger project that India has undertaken in order to lessen pollution caused by the vehicles and give a cleaner, safer road, yet in a balanced perspective of both personal and business car ownership.
