According to the National Annual Report and Index on Women Safety (NARI) 2025, Kohima and Mumbai have become one of the safest cities for women in India, and the least safe cities were Delhi, Kolkata, and Patna. Vijaya Rahatakar, who is the chairperson of the National Commission of Women (NCW) released the report in Delhi on Thursday and it was published by the Group of Intellectuals and Academicians (GIA).

This index is the NARI index and was calculated after surveying 12,770 women in 31 cities in India to determine the safety levels and the self-perception of women in terms of their personal safety. The national safety score was 65 percent, by which cities were ranked against much above, above, at, below, and much below benchmarks of women’s safety. The report has found that cities such as Kohima, Vishakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar, and Mumbai are the ones that have always topped the national safety ranking and those that tend to be associated with increased gender equity, improved infrastructure, sound policing, and increased civic engagement.

Although there were these rankings, the survey showed that there were still concerns. One out of ten women said she felt safe in her city in general, and 40 percent said she was not so safe or unsafe. There is a sharp drop in safety perceptions at night, especially in transport and recreational areas. The safety score of educational institutions during daytime was 86 percent, but during evening or off-campus, the score decreased drastically.

The level of trust in the authorities is low; only a quarter of respondents are sure that their complaints about safety are going to be taken care of properly. As to current safety precautions, 69 percent of women believed that they were only somewhat sufficient, and more than 30 percent indicated notable deficiencies or shortcomings.

A slight improvement in the last two years had also been noted in the report, as only 65 percent of the participants said that the safety of women has actually gotten better over the last two years, between 2023 and 2024.
