Congress President Mallikarjun Kharge on Ambedkar Jayanti lashed out sharply at the Narendra Modi-led central government over its failure to uphold the values and vision of Dr. B.R. Ambedkar. The five point demands that the Congress party has laid out on its official X (formerly Twitter) account, in a detailed statement, are to ensure social justice and equity for marginalized communities.

“The immediate need to conduct a caste-based census was at the top of his list. I want to, first of all, say that there is a need for caste census and Centre is still using 2011 census data to draw welfare scheme and best, it’s tough to imagine that the Centre is still in the dark,” Kharge wrote. “The census that is coming in 2021 has not happened. It is necessary to hold caste census to know about the present socio economic condition of different sections of the society,” he added.

Demanding the re-implementation of the SC-ST sub-plan at the national level, Kharge said that the Congress governments in Karnataka and Telangana had already brought in-laws with regard to these plans. He demanded that the BJP government should also follow suit and bring back the SC-ST sub-plan at the Centre.

“The issue of 50% cap on reservations was another much-needed issue. Currently, many marginalized communities are not getting adequate representation because of this ceiling,” said Mallikarjun Kharge. “No state has managed to secure its reservation system except Tamil Nadu. And hence we have demanded that the state level reservations that are there be provided with protection as part of the Ninth Schedule of the Constitution so that they are immune from judicial radar,” he added.

He finally called upon reservations to be extended to private educational institutions. In saying so, she cited the 2006 amendment to Article 15(5) and its endorsement by the Supreme Court in 2014.
