A parliamentary panel has raised solemn issues in regard to the performance of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) especially its fourth phase due to high dropout rates, poor results of the training. The panel in its report given in parliament cast doubt on the employability of the candidates who are trained under the scheme, as it had raised questions as to whether they are up to the required competency standards.
The committee headed by a BJP MP Basavaraj Bommai submitted that out of the 33.4 lakh students enrolled in PMKVY 4.0, a total of 6.35 lakh simply dropped out before even taking their assessments. It observed that such high turnover rates indicated that there were more systemic problems such as inadequate quality of training, implementation gaps and less emphasis on job preparedness.
The panel suggested an immediate independent review of the programme as a way of determining the problems behind it and also whether the scheme is producing the desired goals. It cautioned that failure to take corrective action in time would jeopardize the entire intention behind improving the development of skills and the availability of employment.
Introduced in 2015, PMKVY has passed through several stages, the purpose of which is to provide young people with skills relevant in the industry. Nonetheless, the recent results indicate that it is time to undertake some drastic reforms to enhance the training standards, provide more effective monitoring, and also to match the results with the employment requirements in the fast-changing job market.
