The Viksit Bharat Shiksha Adhishthan Bill, 2025 to be tabled by the Narendra Modi government in the current winter session of the Parliament is an effort to reform and to empower the higher education structure of the country. The proposed bill will provide the creation of new commission that will also allow universities and other institutions of higher education to act as autonomous bodies, but without any interference as well as, encourage excellence by creating a clear and sound accreditation and autonomy system.
As per the Bill, the proposed Viksit Bharat Shiksha Adhishthan Commission will have three main wings namely the Regulatory Council, the Accreditation Council and the Standards Council. The commission, which is to consist of twelve members, will also include the presidents of the three councils, Union higher education secretary, two eminent scholars of a minimum rank of professor in higher educational institutions in the states and five eminent professionals in the fields. The commission will also include a member secretary.
The central government will make all the appointment in the commission and the councils through a search- cum-selection committee of three members. This Bill also grants the legal protection to the office bearers and employees of the commission in which case, they will not be prosecuted or legally prosecuted on any of the actions they took in good faith under the proposed law.
The bill stipulates severe sanctions against the lack of compliance. SCHOOLS caught breaking the rules stated in the law could be fined between 10 and 30 lakh in case they do not correct the failures. In instances of habitual violations, the institutions might be fined at least 75 lakh or even the operations may cease.
The Bill gives a big mandate to the commission that includes the provision of strategic direction to the comprehensive and holistic development of higher education and research in a globally competitive environment. It also seeks to create a roadmap that will turn institutions into large, multidisciplinary education and research centers and will also market India as a destination country.
